We have a video within a presentation. As we are using music (mp3) which is looping during the presentation when the slide with the video appears it is difficult to understant what the speaker (in the video) is saying. Is there any way to turn the music volume down?

Background music is not adjustable, unfortunately. You can make whether video sound level be louder using video editor or add background sound in a different way.
You can add it no to the whole presentation but to some chosen slides only. Please add sound in PowerPoint and go to the new tab appeared when sound object is selected. There you can make it played among some slides.
