It would be tremendously useful to be able to have user-scrollable text on a slide.

You can try out an option WebObject. This adds the frame of the webpage with scrollable text over the presentation.

PowerPoint itself doesn't have any tools for scrollable text creation. We don't pay attention to VB macros. As far as I know there is an animations called "credits" for making movie-like list. It is the animation though so you cannot move it back and forth.

Depending on how much time you are willing to put into your presentation, that should be possible if you are building your content in html5.

It is achievable, via code.
