Does Powerpoint needs to be installed on the server for iSpring SDK(COM API) to work?

Yes, PowerPoint and Windows Vista/XP/2003/2000 are required to be installed on the server.

this can't possibly be true. who would install powerpoint on the server?

iSpring SDK COM object uses PowerPoint instance, that's why you have to have PowerPoint installed on the server.
The person who has the administrative rights can install PowerPoint on the server.
We do have a lot of users who uses iSpring SDK this way.
