Display a Learning Track in the Catalog and allow for self-enrollment

The problem

Currently it is not possible for a learner to view and self-enroll in a Learning Track.

The solution

Please allow a user to view the available Learning Tracks in the catalog offerings and self-enroll in the learning track of their choice.

This is the "PULL" approach to learning, different than the "PUSH" method, when an administrator enrolls the participants. But this does not always work. Learners should be free to choose the learning tracks they would like to complete (especially new joiners).  This would streamline greatly the learning process.

Please allow for Learning Tracks to appear in the Catalog.
