No, these items will appear always on top. Web object is not even included in the original Flash/HTML5 presentation but appears as an iFrame object on the top of your presentation.
However, if you add a video on the slide it could be overlaid by pictures and shapes. This behavior is not generic to PowerPoint but to iSpring converted movies. Therefore, using iSpring you can create even more advanced video effects (like a custom frame on the top of the video).
