Need Desktop Quiz Software that Allows Import from Text File

I need some simple desktop quiz software that allows the quiz designer to import fill-in-the-blank questions from a text file. Everything I've found so far has one or more of these problems:

(1) Bait-and-switch deception about pricing. **Dozens** of companies advertise "free", and it is a complete fraud. I'm wasting lots of time going down blind alleys.

(2) Too fancy. I don't need fancy animations or designs. I don't need to connect to an LMS or a database. I don't need or want to put the quiz on-line. I don't want server software, just a desktop app.

(3) Too fancy means too expensive. I need something under $50.

(4) I need a program that can import fill-in-the-blank test questions from a text file. It is *way* too time consuming to do this question by question using point-and-click interfaces.

Does anything like this exist? I am starting to doubt that it does.
